Charles Horace Upton (23 August 1812 – 17 June 1877) was a member of the US House of Representatives (U-VA 7) from 23 May 1861 to 27 February 1862, succeeding William Smith and preceding Lewis McKenzie.

Charles Horace Upton was born in Salem, Massachusetts in 1812, and he moved to Falls Church, Virginia in 1836 and engaged in agricultural and literary pursuits. He served in the US House of Representatives from 1861 to 1862 as a Unionist, and he served as consul to Switzerland from 1863 until his death in 1877.
