The Change to Win Federation (CtW) is a coalition of American labor unions that was formed by the International Brotherhood of Teamsters in 2005 as an alternative to the AFL-CIO union. The United Farm Workers and Service Employees International Union joined the IBT in the formation of the CtW Federation, which expanded across the country; the federation had 4,253,617 members in 2013. In 2009, talks began with the AFL-CIO about a possible merger, but the CtW ultimately decided to remain independent.
