Chancey V. Stockman was a resident of Philadelphia, Neshoba County, Mississippi during the 1960s. In 1964, he and several other diner patrons glared at FBI agents John Proctor and Joseph Sullivan as they sat in "colored" seats in the diner for breakfast.
