Carmen Salinas (5 October 1939-9 December 2021) was a Mexican PRI member of the Chamber of Deputies from 1 September 2015 to 31 August 2018.

Carmen Salinas Lozano was born in Torreon, Coahuila on 5 October 1939, and she became a television actress in 1964 and went on to appear in more than 110 movies and 30 television shows during a long and successful acting career. She also entered politics with the Institutional Revolutionary Party later in life, serving as a proportional representation list deputy for the fourth electoral region in the Chamber of Deputies from 2015 to 2018. She died of a cerebral hemorrhage in 2021 at the age of 82.
