Carlos Perrino was a Mexican chemist in the service of the Santa Blanca Cartel. In 2019, he was sent to Bolivia to work on developing a liquid form of cocaine at the Factory Electro Energy Drink, but he was captured by American special forces and intimidated into sharing his formula with the CIA.
