Biography[]

Bernard Fortune was born in New York City, New York, United States in 1950 to a family of Scottish descent; his surname originated in the Lothian region of Scotland as "Fortun". Fortune served in the US Army during the Vietnam War, and he was later recruited into the Central Intelligence Agency (CIA). He worked for the CIA in New York for years, having been operating against undercover Russian spies from 1991 to 2011. He used "United Liberty Paper" as a front for his covert operations during this time.

During the 2000s, he had several suspected terrorists and government opponents murdered, entrapping Serbian criminal Niko Bellic into working for the CIA after agent Karen Daniels gathered information on Bellic's criminal past while working undercover as his girlfriend. Fortune had Bellic kill criminals Oleg Minkov, Adam Dimayev, and Eduard Borodin, and he also introduced Bellic to American Mafia crime boss Jon Gravelli, who gave him work that involved fighting against the Russian Mafia. He would reward Bellic's efforts by having his enemy Darko Brevic kidnapped from Bucharest, Romania and delivered to JFK International Airport, where Bellic ultimately spared him after seeing that his life was already hellish.

Fortune was later transferred to Los Angeles, and he was sent to investigate the FBI's involvement with anti-CIA activities. He and several CIA agents arrived at the Getty Center in L.A. to arrest FBI agent Steve Haines for his involvement in criminal activities, but the arrival of Merryweather mercenaries led to a four-way shootout between the CIA, FBI, Merryweather, and Michael De Santa. Fortune was wounded in the ensuing crossfire.

In 2017, Fortune was kidnapped by Russian mercenaries led by Bogdan and held at an East Los Angeles foundry, being rescued by a band of Lester Crest's crew on behalf of the CIA. He spoke about how his rescue, as well as coinciding events, made him believe that Crest's men may have reignited World War III. Fortune was later escorted from Paleto Bay to the CIA Headquarters in Los Angeles, being assaulted by many of billionaire Avon Hertz's mercenaries along the way.
