The Baron von Richter was the German ambassador to Switzerland under Nazi Germany. In 1940, he was sent to meet with the British ambassador, David Kelly, to offer him peace terms; he told him that Adolf Hitler did not consider the United Kingdom to be Germany's natural enemy, and that Hitler would guarantee the British Empire peace if the British gave Hitler a free hand in Europe. He also warned Kelly that the Luftwaffe was prepared to flatten London as the prelude to an invasion. However, Kelly lost his temper and told Richter that the British wouldn't negotiate with the Germans even if they were marching up Whitehall, and a disappointed Richter said "Heil Hitler" as he left the room.
