The assassination attempt on Octavio Allende occurred in 2019 when Santa Blanca Cartel underboss Nidia Flores sent sicarios to assassinate the cartel's chief money launderer Octavio Allende as he fled the country.
Cartel boss El Sueño had sent Allende to Bolivia's Barvechos Province to audit his underboss Nidia Flores, whom he had suspected of skimming from the cartel's Brazilian drug money. Major Anthony Perryman and his Ghost Recon team exploited the mistrust between the two by manufacturing the transfer of $50 million from Flores' bank account to Allende's, stealing one of her money trucks and parking it in Allende's garage, and even robbing her money stash and spreading word that Allende was responsible for the heist. Flores was incensed at Allende for these perceived attacks, and she ordered his assassination. The CIA had an agent pose as a sicario and warn Allende to flee the country, and Perryman and his Ghosts tailed Allende from his home to ensure that he reached the airport and returned to Mexico safely. Using a Humvee with a minigun, the Americans fought off Allende's pursuers, destroying several carloads of assassins. Ultimately, Allende was able to scrape by and reach the airport just in time to board a plane that escaped Barvechos. Once there, he did everything in his power to make life hell for Nidia Flores, leaving behind a ruined money laundering operation that created major financial problems for the cartel.
