Ariel Bleyer was born to a Jewish family in Bolivia, and he worked at the Ministry of the Interior. Bleyer had connections to the cocaine trade in the country, being a friend of drug lord Alejandro Sosa during the early 1980s and spending time at his house with other Bolivian celebrities in 1983.
