Ahmed Bilal (born 1978) was an American Islamist who, along with his brother Muhammad Ibrahim Bilal, was among the members of the "Portland Seven" cell of al-Qaeda.

Ahmed Bilal was born in 1978 to a family of American Muslims, the brother of Muhammad Ibrahim Bilal. The two brothers had Islamist sympathies, and they joined the "Portland Seven" al-Qaeda cell in Portland, Oregon; on 29 September 2001, police stumbled upon the cell doing target practice at a rock quarry. They were charged with minor crimes and released, and in 2002 they attempted to make it to Afghanistan to fight with the Taliban. They were turned back in China, and they were all arrested by the FBI before they could make a second attempt; Bilal was arrested in Malaysia in October 2002.
