Agent Yoshimura was a manager of the Daidoji Faction, a clandestine right-wing organization pulling the strings of Japan's LDP. He was a hardline member of the faction, sticking to the faction's draconian rules. In 2019, he ordered agent Kazuma Kiryu not to rescue Kihei Hanawa after his abduction by the Omi Alliance because of the risk, and he had his fellow agents attempt to torture Kiryu to punish him for his disobedience; Hanawa insisted that he was Kiryu's new manager. Kiryu escaped with the Head Priest's help, and he defeated Yoshimura before going on to rescue Hanawa. Yoshimura later came to Osaka to see to it that Kiryu executed the captive Yuki Tsuruno, but Kiryu again took down Yoshimura and the other agents rather than kill the prisoner. Yoshimura encountered Kiryu a third time at the Omi Alliance headquarters, where he kidnapped a defeated Kosei Shishido and forced him to become a Daidoji agent.
