Abdul Quayom Rahimi was the Governor of Herat Province from 3 January 2013 to 3 April 2020 and Governor of Logar Province from 2021, succeeding Mohammad Anwar Khan Esshaqzai. During the Taliban offensive in the summer of 2021, Rahimi raised a large volunteer militia force to help fight back the Taliban's advances, parading them through the Logar provincial capital of Pul-e-Alam on 5 July 2021 as a display of force.
